IC support policy creates key opportunities for its development
The release of the "Promotion Outline" has undoubtedly created key opportunities for China's integrated circuits to achieve leapfrog development. At the same time, the state should issue specific operating specifications and implementation details of the "Promotion Outline" as soon as possible to better assist the development of the integrated circuit industry.
A set of data recently released by the Ministry of Industry and Information Technology is quite worrying. In 2013, the scale of China's integrated circuit market reached 916.6 billion yuan, accounting for about 50% of the global market share. However, due to the lack of core links in the value chain, the industry's average profit was only 4.5%, which was 1.6 percentage points lower than the industry average.
Today, the passive situation of China's integrated circuits is expected to change. On June 24, the industry's long-established Outline for the Promotion of National Integrated Circuit Industry Development (hereinafter referred to as the Outline for Promotion) was officially released. Among them, the establishment of a national integrated circuit industry development leadership group and the establishment of a national industrial investment fund were adopted. Think of it as a new bright spot from previous policies.
Relevant experts said in an interview that the release of the "Promotion Outline" undoubtedly created a key opportunity for China's integrated circuits to achieve leapfrog development. At the same time, it should be noted that the integrated circuit industry is updating at a fast pace. Therefore, the state should issue specific operating specifications and implementation rules of the "Promotion Outline" as soon as possible to better assist the development of the integrated circuit industry.
Challenges and opportunities
In recent years, with the market pull and policy support, China's integrated circuit industry has developed rapidly, and its overall strength has been significantly improved. In 2013, the industry-wide sales revenue was 250.8 billion yuan, a year-on-year increase of 16.2%.
At the same time, a number of key enterprises with certain international competitiveness have emerged in China. In 2013, HiSilicon and Spreadtrum's sales revenue exceeded US $ 2 billion and US $ 1 billion, respectively, and they have entered the top 20 global design companies. SMIC is the fifth largest chip manufacturing company in the world and has been profitable for two consecutive years. Changdian Technology ranks sixth globally in the field of packaging and testing.
However, it cannot be ignored that the lack of core technologies that restrict China's integrated circuit industry from becoming bigger and stronger, and the difficulty of products to meet market demand are still very prominent.
According to statistics, China ’s integrated circuit imports in 2013 were US $ 232.2 billion, an increase of 34.6% over the same period of the previous year, which was higher than China ’s crude oil imports of US $ 219.6 billion, and the deficit reached US $ 144.1 billion.
"Accelerating the development of the integrated circuit industry and improving the capabilities and levels of enterprises has become a top priority." At a recent press conference held by the Ministry of Industry and Information Technology and other departments, Yang Xueshan, deputy minister of the Ministry of Industry and Information Technology, said when interpreting the "Promotion Outline.
While facing challenges, China's integrated circuit industry is also facing significant development opportunities. Among them, the strong domestic market demand is a strong motivation for the development of China's integrated circuit industry.
It is understood that the scale of China's integrated circuit market reached 916.6 billion yuan in 2013, accounting for about 50% of the global market share. It is expected that the market size will reach 1.2 trillion yuan in 2015.
"At present, the global integrated circuit industry has entered a period of major adjustments and reforms, which at the same time brought challenges to the development of China's integrated circuit industry, and also provides rare opportunities for catching up. In the new historical period, the" Promotion Outline "as a future period An action plan that guides the development of China's integrated circuit industry during this period is of great significance for accelerating industrial development. "Yang Xueshan said.
New policy highlights
In fact, China has always attached importance to the development of the integrated circuit industry. In 2000 and 2011, the State successively introduced "Several Policies to Encourage the Development of the Software Industry and the Integrated Circuit Industry" and "Several Policies to Further Encourage the Development of the Software Industry and the Integrated Circuit Industry". Development played an important role.
The "Promotion Outline" released this time, while continuing the previous policy, also added new content. Among them, the formulation of the National Integrated Circuit Industry Investment Fund has attracted widespread attention from the industry.
The "Promotion Outline" proposes to focus on attracting large enterprises, financial institutions and social funds to contribute funds to the fund. The fund implements market-oriented and specialized operations, reduces the government's direct allocation of resources, and promotes the allocation of resources in accordance with market rules and market competition to maximize benefits and optimize efficiency.
In the view of Yu Jikang, the secretary general of the Integrated Circuits Branch of the China Semiconductor Industry Association, the fund's operation has many new features.
"Originally operated by the government, it is now operated by a professional investment agency. In addition, the fund will not enter the enterprise for free, but will be entered through equity investment and other forms. Therefore, compared with the previous form of government free appropriation, the fund generated The effect will also be different. "Yu Ji Kang said.
In addition to the National Integrated Circuit Industry Investment Fund, the "Promotion Outline" also proposes the establishment of a National Integrated Circuit Development Leading Group to be responsible for the overall coordination of the development and promotion of the integrated circuit industry.
In response, Yu Jikang said that over the years the country has had many documentary policies to support the integrated circuit industry, and the total support funds are also quite large, but there are problems such as scattered funds and duplicate support projects. In addition, the priorities of various ministries and commissions are different. Some emphasize research and development and some emphasize industrialization. In the development process of the integrated circuit industry, these aspects cannot be separated.
Therefore, the establishment of a leading group above the ministries and commissions will play a greater role in the overall coordination and top-level design of the development of China's integrated circuit industry.
Guo Peng, general manager of CCID Consulting ’s Microelectronics Division, also said in an interview that the establishment of the leadership group will more effectively solve the overall coordination problem in the development of the integrated circuit industry.
In addition, the "Promotion Outline" also proposes to strengthen the innovation capacity building of enterprises. Guo Peng said that this means that the state has paid more and more attention to the role of enterprises in industrial development, and believes that in the future, the country will focus more on mobilizing the innovation enthusiasm of enterprises.
Details to be implemented
Although the introduction of the "Promotion Outline" is quite encouraging to the industry, relevant experts said that the IC industry is updating very quickly, so our decision-making mechanism should also keep up quickly to enable the developments proposed in the "Promotion Outline" The goal really landed.
"For example, in the design and packaging and testing of integrated circuits, the" Promotion Outline "proposed to promote the merger and reorganization of related companies, but these companies are located in different places, and each place has its own interests. Therefore, There must be specific policies and implementation rules. "Yu Ji Kang said.
At the same time, the "Promotion Outline" also proposes to increase the training and introduction of talents, and vigorously attract foreign (foreign) funds, technologies and talents.
In response, Yu Ji Kang said that in developed countries such as the United States and Japan, integrated circuits are already very mature industries, and the government's support is not too great. Therefore, for China, this is a good opportunity to bring in talent and technology. "But in the final analysis, there must be specific, operable, effective and strong policies to ensure the realization of this goal." Yu Ji Kang said.
In addition, with regard to the use of the national integrated circuit industry investment fund, relevant experts have suggested that a centralized form should be adopted to focus on supporting several enterprises in each link.
According to the current industry rumors, the size of the national integrated circuit industry investment fund is 100 billion to 120 billion yuan. According to the reporter's understanding, Intel's R & D investment in 2012 was 10.1 billion U.S. dollars. In 2013, TSMC announced that it had invested nearly 10 billion U.S. dollars to enhance the research and development and production capacity of chips below 28 nanometers.
In Guo Peng's view, if the fund does not take the form of centralized distribution, it will be difficult to compete with these multinational companies.
Yu Ji Kang also held a similar view. He said that the rise of South Korea's Samsung has driven the development of domestic material companies and equipment companies. Therefore, the Chinese integrated circuit industry, like South Korea, should focus on cultivating several large enterprises, and then the industry leaders will drive the entire industry.
"This is one of the important tasks of the leading group, that is, to formulate corresponding policies based on the characteristics of the industry, rather than adopting the form of pepper noodles as in the past," Yu said.
